Regulations and Permits for Outdoor Improvements in Málaga

Navigating the legal requirements for exterior renovations in Málaga requires an understanding of the local PGOU (Plan General de Ordenación Urbana). The current PGOU in Málaga has moved away from the traditional distinction between "obra menor" and "obra mayor," replacing it with the "Ordenanza de tramitación de licencias." Under this system, works are categorised as Type 1, 2, or 3. For minor aesthetic improvements like laying artificial grass on an existing terrace or private garden, a "Declaración Responsable" or "Comunicación Previa" is typically sufficient, as these are considered low-impact works.
